Doesn’t this already exist in Mithlond (never been, so unsure) and Walking the Thresholds (and it’s winter equivalent)?

Otherwise there are areas where you can legally camp and not be surrounded by other people. This is what our taxes pay for, yeah?

Also, re: not being surrounded by other people. Depends on your local population. I have found this incredibly hard in California; the campgrounds have always been full around us. I’m not prepared (and I’m sure many other folks aren’t either) to do full wilderness camping. Thus the desire for privately owned land set apart from other places. But as yet I haven’t found a sanctuary/retreat center/whatever that is both get-to-able and affordable for the crowd I’m trying to serve.

(I think I may have misunderstood your post a bit: On rereading it I think you were not making the error of thinking of WtT and CtT as places, but saying “don’t gathers fulfill this already?” I think the OP is asking for something different, a year-round dedicated space accessible at any time.)
